Ukrainian President Volodymyr Zelenskyy, whose war-stricken country has been the recipient of U.S. aid since it was invaded by Russia in February 2022, addressed the National Governors Association following an address at the NATO Summit the day before.

Zelenskyy spoke to the United State's governors at the NGA's 2024 Summer Meeting, held in Salt Lake City at the Grand America Hotel, where he was introduced by the group's outgoing chair, Utah Gov. Spencer Cox.

"A few weeks ago, Jonathan Freedman [sic.], who's the head of the World Trade Center Utah, and just happens to be the honorary consul for Ukraine here in Utah, said 'Hey, we just found out that President Zelenskyy is going to be speaking at the NATO Summit, and it's the same week as the National Governors Association. I wonder if we could see if there's a chance he'd just swing by,'" Cox said.
