Funded in part through a grant with the U.S. Small Business Administration, the World Trade Center Utah State Trade Expansion Program (STEP) seeks to help Utah businesses enter and expand into dynamic global markets. This initiative aims to increase the number of small businesses (eligible small business concerns) exporting in Utah, increase revenues and sales of Utah-made goods and services and increase Utah’s GDP through international trade.

The STEP grant provides awards to eligible small business located in Utah to help offset the cost of eligible expenses associated with export development activities. Awards are competitive and will be based upon availability of funds.

The Utah STEP Grant is a cost reimbursement grant. Recipients may receive up to $15,000 for various eligible international business activities. All grant awards require 25 percent cash match by the grant recipient.

State-Led Trade Missions

Companies may receive STEP matching grants up to $6,000 (requires a 25 percent match) for official State of Utah trade missions coordinated by WTC Utah in partnership with the Governor’s Office of Economic Development.


Eligible trade missions for the 2017-2018 STEP grant year include the following:

  • Mexico: April 2018
  • United Kingdom: July 2018
    • Note: this trade mission will be held in conjunction with the Farnborough International Air Show July 16-22, 2018.  
  • Taiwan: September 2018

State Led-Trade Shows

Companies may receive trade show matching grants awards up to $4,000 (25% match required) for participation in trade shows in designated by WTC Utah and the Governor’s Office of Economic Development.

Companies that submit competitive applications will be selected to exhibit at the Utah booth. WTC Utah will coordinate space rental, booth design and set up at select international trade shows in 2018.  Companies may use their awarded grant dollars to pay for the for certain allowable costs including airfare, lodging, product shipment and other eligible costs.

  • Farnborough International Airshow
    • Farnborough, England
    • July 16-20, 2018
    • Focus: aerospace
    • Note: This will be a joint trade show/trade mission coordinated by WTC Utah. 
Independent Trade Events

Companies may apply for up to $15,000 (25% cash match by the recipient) for independent trade shows as well as independent trade missions and associated activities.

Other Activities

In addition to applying for funds for trade shows and trade missions, companies may receive up to $15,000 (25% cash match by the recipient) for a variety of pre-approved eligible expenses related to international business expansion. These include, but are not necessarily limited to, U.S. Commercial Services Services, select market research activities, international marketing campaigns, etc.

Please note the additional maximum award amounts:

  • Education activities
    • Up to $750 ($1,000 allowable expenses) and a 25% cash match by the recipient up to $250.
  • Website upgrades for international needs
    • Up to $2,250 ($3,000 allowable expenses) and a 25% cash match by the recipient up to $750
